There is / There are
These expressions are used to express the amount of objects or people that are in a certain place.
Both forms mean "there". The difference is that the former is used for singular and second plural.
There is a chair in the bedroom.
There is a chair in the bedroom.

There are two chairs in the bedroom.
There are two chairs in the bedroom.
In the first case, referring to a chair, so should be used singularly.
In the second case, refers to more than one seat, therefore the plural form is used.

Quantifiers
QTY quantifiers indicate a name. They are responses to the question "How many?". Like articles, quantifiers define a name and are always placed before the name. Some may be used only with countable nouns, others only with countless names and others with both.
